Modify existing JSF web administration interface to work with updated API

Description

Need to freshen the old IDProof administration control panel to work with new policy bridge architecture and new model entities like group, etc.
It would also be nice to make the branding more like the minimal AccesStream look-and-feel than the old CRM-ish IDProof tab layout.
